Adding engineer certification pages to the wiki

Hi all,

I've added a link on the front page of the wiki about the Ubuntu
engineer certification project we're running. I've put it under the
community section because there was no obvious section that it belonged
to and I didn't want to mess with the existing structure. Hope that's
okay, but if anyone has some ideas about how to make it more visible,
that would be great too.
