I tend to subscribe to the idea of invoking the technical board to
declare the unilateral decision of the team to ship in HTML rather than
XML for obvious technical and historical reasons. We are, after all, a
community-driven project. Mark said in a chat, that they cannot impose
on us something that would be detrimental to a community-driven team,
but they can provide at least, direction. Of course, we can influence
that direction with our technical recommendations.

Like I said, we invoke the TB to declare our position on this matter,
and not request for a decision that will probably disappoint the team
members.

This has been a unilateral decision of both past and present teams, as
seen in majority of meeting minutes and chat transcripts.
