Compiling documentation tries to download things from the net

Hello,

whoever tried to build the documentation on Debian or Hoary will have
noticed that xsltproc tries to download stuff from the net.

I was talking with Mako about the problem, and he said:

Argh!

I have fixed this bug *twice* already and it keeps getting
reintroduced. Grrrr.

Yes. This is actually a security bug in that it's importing XML
directly from the Internet without alerting the user.

After mako will have taken care of it, I'll update the documentation
accordingly.  Hopefully, it will just work.
