I have done a commit that adds the ability to do 'make abt' in order to 
generate the "About Ubuntu" page.

At present I plan only one css file. The current version in Hoary uses three. 
This is still rough, but most work is for CSS tuning. Any CSS boffs want to 
do the CSS? If not, I hope to close this bug by end of week.

The make will output to build/about-ubuntu/home/index.html
The home/ directory is the same name used for the location of the document in 
Haory [file:///usr/share/ubuntu-artwork/home/index.html]. Packagers can 
therefore package the entire home/     directory.
