[RFC] Admin Guide

Hello people,

I made a commit of what I believe to be the start of the Admin Guide.
see trunk/adminguide/adminguide.xml

It's a broad outline. I have not created separate files yet. We can do this 
once we have a more clear picture of what everyone wants and thinks.

Please take a look and provide comment.
