[proposal] Split User Guide (was: The "It's Just a Desktop Distro" Problem)

OK I to think that Alexander (plovs) may have a point here so "way forward" 
can be easier.

Technically, Alexander correct me in this is wrong, he is saying keep the 
current structure (outline) of User Guide. This keeps the status quo in that 
department. Create Admin Guide and build an outline. XInclude specific 
content from User Guide to Admin Guide and expand upon it there in order to 
gain greater depth.

I like it. Great thinking Alexander. What do others think?
