Sure, in that case it appears on the front page. But that's not an
argument for having it at the *first level* of the list hierachy as an
entirely separate idea from "Documentation" or "Using Ubuntu".

A possibility is having a structure like this:

 - Considering using Ubuntu?

   - What are the advantages of Ubuntu?

   - Migrating to Ubuntu

   - Ubuntu's hardware support
