This could just be an importer bug with debootstrap, since the source branch
is out-of-date.
You're right that ubuntu:codename/srcpkg should never point to the backports
version, but instead to the stable release, so it would reflect SRUs. OTOH, I
believe ubuntu:codename-{proposed,backports}/srcpkg are also generally
available.
