However, Debian package removal requests take an indeterminate amount of
time to be acted on by the ftp team, and in the meantime this leaves the
package in update_excuses for other folks to lose time on.

In cases such as these, please either:

 - talk directly to an archive admin in realtime to have the package removed
   from -proposed (a pointer to a Debian removal bug is sufficient rationale
   for a removal), or
 - file a bug tagged update-excuse that documents the situation, pointing to
   the Debian bug and subscribing ubuntu-archive to it so it can be handled
   asynchronously.

In this case, it appears that in the meantime Debian has decided to fix the
package rather than removing it, so no further action is required now by the

Are you using up-to-date debhelper on noble?  There have been recent changes
in debhelper's handling of systemd units, precisely for the /lib vs /usr/lib
question.
