tzdata 2024b-4ubuntu1 in plucky

Hi everyone,

FYI, I just uploaded tzdata 2024b-4ubuntu1 to plucky. Upstream obsoleted
the System V names CET, CST6CDT, EET, EST*, HST, MET, MST*, PST8PDT, and
WET. They are symlinks now and moved to tzdata-legacy. This change is
known to break some test cases, see https://bugs.debian.org/1084190
Most of those breakage should have been fixed in Debian.
