+1 maintenance report

Hi,

I had a +1 maintenance shift this week. Due to remaining work on apport,
sickness, and a vacation day, I spent less time on it. Therefore the
report is shorter than desired. Here is the report in Markdown format:

* **python-aioice**: Retried python-aiortc test on armhf and s390x (they
failed on installation) but it still fails. This is caused by python3-
aiortc depending on python3-av < 11 (but having 11.0.0-1). python-aiortc
needs to be updated to 1.5.0-3 but that fails to build (due to depending
on python3-av < 11).

* **dh-make-golang**: Created [dh-make-golang 0.6.0-2 fails to build
from
source](https://bugs.launchpad.net/debian/+source/dh-make-golang/+bug/2046369
)

* **debvm**: Created [debvm 0.2.13 autopkgtest fails on
ppc64el](https://bugs.launchpad.net/ubuntu/+source/debvm/+bug/2046544)
and forwarded to Debian

* **python-rtree**: autopkgtest failed on i386 due to installation
dependency issue. Tried with migration-reference/0 where it failed as
well. Then python-rtree migrated.

* **python-mceliece**: Documented [python-mceliece 0~20230612.1-1 FTBFS
due to missing
libmceliece1](https://bugs.launchpad.net/ubuntu/+source/python-mceliece/+bug/2046548
)

* **python-lib25519**: Document [python-lib25519 0~20230630.1-1 FTBFS
due to missing lib25519-
1](https://bugs.launchpad.net/ubuntu/+source/python-lib25519/+bug/2046550
)

* **python-libais**: Fixed Python 3.12 related failures and uploaded
0.17+git.20190917.master.e464cf8-4 to Debian unstable

* **python-svg.path**: Add patch to use better than nothing font and
upload 6.3-2 to unstable to unblock pillow 10.1.0-1
