election-tools moved to ~ubuntu-dev

For the DMB election just completed, I tweaked Stefano's
voter-addresses.py and also updated it to Python 3. It was previously in
Bazaar at lp:~stefanor/+junk/election-tools. I converted it to git and
have pushed my changes to
https://code.launchpad.net/~ubuntu-dev/+git/election-tools, figuring
that ~ubuntu-dev, being the electorate for which it is written, is the
appropriate team to be managing it.

Future election administrators should check the script before using it,
of course, and so I signed my git commits to make this easier.
