New force-reset-test hint

Hello everyone!

Laney just merged his branch based off my branch from May 2018
that adds the "force-reset-test" hint.

This resets the baseline to always failed, and is a better alternative
to force-badtest for a lot of things that started failing for whatever
reason but might eventually come back working.

So, less bad testing, more test reseting please!
