As of today, all arm64/armhf builds are being dispatched to
ScalingStack.  This means that behaviour between PPAs and Ubuntu builds
should be consistent again, and we should no longer have to manually
balance builders between the two pools based on load.

armhf is now being built in 32-bit chroots on 64-bit VMs (with a kernel
parameter to tweak what "uname -m" says), which are generally rather
faster than the older Highbank systems, and the running kernel version
is currently 4.2 rather than 3.2 as armhf had before.  I've already seen

We did try to upgrade these builders from wily to xenial before flipping
this switch, but we ran into what looks like  Help from
kernel hackers would be appreciated, since we'd really prefer to be
running an LTS release.
