That doesn't really apply for security. For security updates it's
https://wiki.ubuntu.com/SecurityTeam/UpdateProcedures,
https://wiki.ubuntu.com/SecurityTeam/UpdatePreparation and/or
https://wiki.ubuntu.com/SecurityTeam/SponsorsQueue.

Roman, thank you for volunteering to help! The short version is that you
prepare a debdiff for each update with the backported minimal fix, write
the changelog and pick the version number in a particular way (from the
UpdatePreparation documentation) and submit the proposed changes to the
security team for review and sponsoring. The wiki pages have more
details.
