IMHO, the main obstacle is the success rate of the package importer.

Still, according to the status page [1] there are 821 failures.  Is this page
[2] is an accurate count of the number of source branches in Ubuntu (all
packages in all supported releases)?  If so, then we're talking about a
failure rate of about 0.25% which seems pretty darn low.  Of course, that
doesn't help if the one you want to work on is failing.

What we really need are the adequate resources of experts to help drive the
failure rate to zero, but I don't think the people I know who could make a
serious dent in that number are available right now.
