Many such transitions can be handled with no-change rebuilds in Ubuntu;
I don't think either upstream or Debian would welcome automatic
notifications in that case, as it would just be noise for them.  It's
better for such discussions to happen by way of an actual human being
who can apply some common-sense filtering.

We already auto-sync with Debian when there are no Ubuntu changes.  In
the case where there are Ubuntu changes, we have merges.ubuntu.com to
help us deal with that, and such situations are not in general
automatable any further than that.
