I am confused about this proposal.
In Ubuntu, we don't really have "maintainers".
Transitions is not something that "just happens", somebody set it up.
You simply do the transition, fix build-failures or reupload no-change rebuilds.
What reactions and from who are you expecting?
Can you please give an example?
