proposal: Automatic upstream notification on build errors, etc.

1. Create an database width all packages, mailing lists and current
maintainers.
2. When things like this
http://people.canonical.com/~ubuntu-archive/transitions/libav.html happens,
send notifications automatically, with link to detailed info.
3. If there are no reaction, mark that package and sync with Debian.
