Proper generation of .changes files

While it is always important to have a proper .changes file, it is even more so
for SRUs. The Launchpad-Bugs-Fixed field is used by
http://people.canonical.com/~ubuntu-archive/pending-sru.html to determine what
bugs are associated with the SRU. If the bugs aren't there, then SRU team
members need to go hunt down the bugs via the changelog and check them by
hand. I'm writing this because today I discovered an SRU that sat in proposed
for an extended period because of this.
If you generate your .changes on an Ubuntu system, you shouldn't have a
problem. If you do it on a Debian (or some non-Ubuntu derivative) then you
need to remember to set DEB_VENDOR.
