It also occurs to me that this means we will have a workaround in the
event of a timeout accepting a package into quantal in (say) final
freeze: upload to -proposed and copy. Since this will be getting more
common over time, hopefully timeouts won't be much of an issue. It
would be nice to give it a workout anyway, though.
