Reevaluating the "Ubuntu Contributing Developer" status

I'm a member of the Kubuntu Council, so one of the things I do is evaluate 
Kubuntu membership applications.  In my experience virtually all of the people 
that apply for Kubuntu membership are very focused on contributing to Kubuntu 
and identify themselves as Kubuntu members.  Because Kubuntu membership grants 
some additional rights that Ubuntu membership doesn't, exisitng Ubuntu members 
that want to be Kubuntu members must apply to the KC and demonstrate 
contribution to Kubuntu.

It's more common for people who are interested in Kubuntu to later branch out 
and contribute to the broader project than the reverse.
