Reevaluating the "Ubuntu Contributing Developer" status

I agree with your assessment of the problem, but I think that's the wrong 
change.  The term Ubuntu Developer has had a pretty stable meaning (PPU 
uploaders have been added) for the five years I've been involved in the project 
and so I don't think changing that is the right answer.
