Reevaluating the "Ubuntu Contributing Developer" status

I think one source of confusion is that "Ubuntu Contributing Developers" 
is not a subset of "Ubuntu Developers":

According to the link above, "Ubuntu Developers /.../ are granted direct 
upload to the Ubuntu archive, according to their application", whereas 
"Ubuntu Contributing Developers /.../ still have to get uploads sponsored".

We should probably change one of "Ubuntu Contributing Developers" and 
"Ubuntu Developers" to reduce confusion - maybe "Ubuntu Developers" 
should be renamed to "Ubuntu Uploading Developers", and let "Ubuntu 
Developers" mean the combination of both "Ubuntu Contributing 
Developers" and "Ubuntu Uploading Developers"?
