I don't think you can dispel all potential confusion in the title. I'd
very much rather it was just called "Ubuntu Development Guide" (or
"Ubuntu Developers Guide"). After all, we are Ubuntu Developers and it
is a guide for (people seeking to be like) us. Then, since we seem to be
calling this other group "App Developers", their guide is called the
"Ubuntu App Development Guide".
There should be some page on developer.ubuntu.com which explains what an
Ubuntu Developer is and links into our guide. The first paragraph of the
guide should also explain its scope.
