We should split the check into two different checks. The first should
check if the NEWS entry version number is older than the oldest
changelog entry version. This check should be disabled on Ubuntu. The
second should check if the NEWS entry version number is newer than the
oldest changelog entry version and matches one of the changelog entries.
This second check should be enabled on Ubuntu.
