This isn't true, the new Debian version is higher.
~$ dpkg --compare-versions 1.0a~svn1124-0ubuntu2 gt 1.0.1-3 && echo 1
~$ dpkg --compare-versions 1.0a~svn1124-0ubuntu2 lt 1.0.1-3 && echo 1
1
