I agree with James, it's not the role of devscripts to implement this
option. dpkg-source --after-build already does it and in fact it does
more than just quilt pop -a.
You might want to add a call to "dpkg-source --after-build foo" in
debclean on the basis that you might want to clean up trees with failed
builds... but that's all.
1.0 packages using quilt already unapply patches in the clean target.
