Regarding launchpad bug 706603 (gem1.9.1 doens't install executables on PATH)

Dear Moriwaki-san.

I'd like to ask for your thoughts on this Ubuntu bug that affects 
rubygems. A few people have discussed this bug on #ubuntu-devel and we'd 
like to propose a change in packaging and patches that would affect both 
rubygems 1.8 and ruby 1.9.

For details please check the final comments in the discussion. If you 
have any objections to this change please add your thoughts there. If 
you agree I'd like to ask you to work with me on changing this in Debian 
and Ubuntu in a consistent way.
