On the Ayatana list there was a long discussion about client side decorations 
and alternatives to provide better capability through existing window 
managers.  We will have a critical mass of the technical audience that's 
needed to carry this discussion forward to something actionable and broadly 
supported and so we ought to make sure we take advantage of the convergence of 
talent and get a solid plan in place.
