Is PRARB accepting applications for review?

Some applications are being submitted now, and we've been discussing
some complications with the current policy on the ARB list
(specifically, the requirement to install in /opt seems too much to
enforce for Maverick). I think we'll have some sessions at UDS and
hopefully have approved at least one application by then.
