For all the supported releases, you can download the source packages
straight from Launchpad:

  https://launchpad.net/ubuntu/+source/ubuntu-wallpapers

For the older ones, get the orig.tar.gzs from old-releases:

  http://old-releases.ubuntu.com/ubuntu/pool/main/g/gutsy-wallpapers/
  http://old-releases.ubuntu.com/ubuntu/pool/main/f/feisty-wallpapers/
  http://old-releases.ubuntu.com/ubuntu/pool/main/e/edgy-wallpapers/

(since hardy, it's called ubuntu-wallpapers)

I'm not sure any more about warty to dapper, I believe they might be
in

  http://old-releases.ubuntu.com/ubuntu/pool/main/u/ubuntu-artwork/
