The issue is not upload time it's download times to keep an unstable box
uptodate when you have a normal desktop and all the build depends you
need to do the corresponding builds. It might easily be an hour of
download a day. When you do that for Ubuntu unstable, stable, current
lts, debian unstable it starts adding and being quite some time during
which you can't really use your internet correctly.

Depends of your perspective, Ubuntu works often on user visible
components on the desktop and those tend to get higher number of bugs
which often come from less technical users.
