SRUs: Upload *FIRST* for review

It would. At that point the SRU team only needs to do the actual
review (which we have quite a nice tool for), and press the button to
accept it.

If it's not in the queue, one has to traverse through each and every
~ubuntu-sru subscribed bug email, which takes a while. It also means
an occasional sponsoring, finding which patch in a series of 7 is the
right one now, etc. I still manage to keep up with the bug mail, and I
do some sponsoring, but I wouldn't expect this from all SRU team
members (particularly not from our non-paid voluntary ones).

At some days, when I only have limited time, I only look at the queue
and the bugs referenced by uploads in the queue, not my ubuntu-sru
mail folder.
