I would bet "yes", but I'd also bet that it's project-specific.  I know
tons about bzr, far less about X11, but I report bugs on both.

Some developers use bugs as a sort of todo list, so bugs they file are
more likely to be closed (but no more likely to be "better" than other
bugs).  Developers may also have more pull with other developers, so
their ability to get other developers to fix their bugs is higher,
without reflecting on the quality of their bugs.
