RFC: Ipv6 tools (radvd) in main

 I read recently that the IPv4 pool was running out quickly and that the
 predicted date for its depletion was in a couple of years; given the
 life time of lucid, it's likely to be quite present in a couple of
 years so it would seem sensible to keep it.
