I'm not sure why you say r12056 created it - they are listed as a
'pending member'. The longest serving member, and administrator, is
Ubuntu-bugs (and that is probably why you are getting spam about the
addition of teams to this meta team.

I hadn't heard of it myself, but the overview sounds plausible.

It appears to be misnamed though, if it is an Ubuntu team it should be
~ubuntu-bug-elevation-team, or something.

No comment on the worth of it or not at this point, other than we should
make a few metrics to look for before-and-after, to see if it is useful.
