please stop "pre-promoting" packages

The question would rather to be "how we fix the mir issue so there is no
need to use pre-promoting". We started doing pre-promotions last cycle
because the mir team was overworked and said to pre-promote things which
were needed to unblock the situations. We still have an issue, banshee
which was supposed to land for alpha1 is still waiting on mir reviews.

No question though that any pre-promotion that has been done should have
been blocked on having a proper mir bug filed though, seems we have been
sloppy on those requirements and should not.
