changelogs.ubuntu.com updates more frequently now

Hi,

I recently updated the code that populates changelogs.ubuntu.com. It
will populate the changelogs pool now in (loose) sync with the soyuz
publisher when that publishes new source packages for the main
archive. This means that the "Changelog is not availalble yet" message
in update-manager should be gone (for the main archive, not for PPAs)
as the source is published before the binary debs (that u-m is looking
at). Please let me know if you notice any issues.
