Place for DDs and DMs to request syncs

Ok so given the discussion so far I think this is the best way forward:

a) I update the docs to say that ubuntu-archive@ is the proper list
for sync requests, however...
b) IRC is probably the quickest and preferred way most people ask for
these requests.
c) If we have the docs updated then the tool/method will fall into
place - I've added the requestsync/tool discussion as an item for the
Debian session at the next UDS.

Unless there's rabid opposition to this plan I'll go ahead and do it.
