Place for DDs and DMs to request syncs

I wouldn't like to see the list flooded with sync requests. First
because it'd be an abuse of a discussion list for workflow things, and
second because u-devel@ is quite heavily moderated. ubuntu-archive@ is
moderated as well, but at least it would be a much more appropriate
target, if we need to use a mailing list.

The main group of people who do/might not have an LP account, but
credibly request syncs are Debian Developers. Those should be able to
deal with IRC, so I think asking around in #ubuntu-devel should work
(quite a lot of syncs are requested that way already).
