Place for DDs and DMs to request syncs

Since Launchpad already has a ~current set of DD and DM keys available and 
anyone who has a package sync'ed into Ubuntu already has a stub account of 
some kind, why not just pre-create the accounts to work with their keys and 
email addresses?
