I suggest euca2ools:
 * euca2ools - managing cloud instances for Eucalyptus

Perhaps euca-resize-image?  Or, if the former is too generic and
misleading, euca-resize-uec-image?  I'd think the tool should be
generally useful, perhaps eventually growing a [--format
uec|ec2|whatever] appendage.
