New developer upload privileges: Marc Deslauriers, Travis Watkins, Charlie Smotherman

Hello Ubuntu developers,

in today's Ubuntu Development Membership Board the following
applications were approved:

 * Marc Deslauriers became a core developer.
   
 * Travis Watkins got upload rights for compiz-related packages.

 * Charlie Smotherman got upload rights for quickplay, upnp-Inspector,
   and pylirc. (Already voted by MC, but implemented in Launchpad now)
