No.  Ubuntu is one among potentially many distributions using LP (see baltix for another example).

It is a distribution, not a project.  Distribution are treated differently than projects.

Because the bugs are being opened against the Ubuntu package and these PPA aren't part of Ubuntu.

Launchpad does not provide a bug tracker for PPA's.  If you think they should, you should discuss that with them, not here.
