I created that screenshot by running ubuntu-bug from the command line, so
that does the right thing (as does a crash). launchpad-integration (which
is used by the menu items) invokes ubuntu-bug, which does precisely the same
thing (I just tried with gnome-terminal).
Where are you seeing this behavior? Every case I tried correctly displays
the report and asks for confirmation before submitting to Launchpad. If
that's not happening somewhere for you, please open a bug report.
