apt-listbugs removed from main packages

Thank you for the detail answer.
I notice in the list of debian RC bugs [3],
- the debian version is after the ubuntu version
- also the bug is marked fixed according to the debian version
Do I understand that the bug will/may be fixed by upgrading/merge to the
debian version indicated with the fix?
I will have a go this weekend. Afterwards provide an estimate or come
back with questions.
* I am not familiar with interfacing between python and ruby. If
anyone can provided pointers, it would be helpful. Otherwise I will
ask google.
