All bugs about ubuntu are stored in launchpad[0]. You can access
launchpad bugs via API using launchpadlib [1]

The difference between Ubuntu and Debian is more than 3000 packages
(different versions/local modifications/missing). [2] But considering
that the tool chain is different it is fair to say that all binaries
are different.

Here is also the list of Debian RC bugs that *possibly* are affecting
ubuntu and have not been fixed yet. [3]

Also might be of use pending Ubuntu stable release updates. [4]
