I also do merge stuff by hand (or used to do, as I'm not really active
with packaging lately..), so that I know exactly what is going on.
Bazaar may help here, but I haven't really given it a try yet as I'm
waiting for the tools to mature before I look at them.
What I can say is that for the packages I maintain in Debian I find
keeping a copy of every revision in a separate directory more
convenient than using svn-buildpackage, but that's something different
in any case (ie. single maintainer vs. maintainerless approach, and
SVN by itself already sucking).
