Considerations about official localized editions of Live CDs

For your info, after discussion within Russian team I tried to propose
some ideas on officially approved Add-On CD generator:

Did not get any comments, apart from standard: there is an easy way
(bite me!) to make your own distribution. Look, some people have done
it! (with pointers to
based-on-ubuntu-local-distributions-which-are-not-Ubuntu-anymore-at-least-officially).
